The weather conditions in Barcelona are perfect for the sailing activities, we normally have an average good wind (10-20 knots) but not a rough sea (normally 0,3-0,8 meters waves).
The best season for sailing in Barcelona is from March to October (both months included) but you can sail all year (you have to wear a jacket from November to February).
